Blossom is a veg place on 21st and 9th.
Books and Bagels is a bagel shop on 19th between 6th and 7th.
No idea on the rabbinical authorities.

There is a kosher falafel truck that parks on 17th and 5th Ave during the day and on 6th Ave and 18th (in front of Bed Bath and Beyond) after 5 p.m. It's all parve, good hashgacha. Books and Bagels is under the supervision of Chabad of Grammercy. Limited menu but they are very nice people.
