How about M'Bellish cafe & tea room in Milford, it's just north of Bridgeport? I would personally recommend the Drawing Room but it's in Greenwich which is too far.
You could also try Crave in Ansonia/Shelton - with 30 people you can probably book the entire restaurant as the place isn't very big.
