Seeking: best filet mignon & martini combo in a Manhattan steakhouse

Hi. My best friend's birthday is coming up and he LOVES filet mignon with bearnaise sauce and martinis. What is the best Manhattan steakhouse to take him to?

His favorite place is The Palm (backup) and he also liked Strip House. We went to Dylan's last year and he wasn't impressed.
