Great funky ethnic food restaurant in west hollywood?
Specifically in WeHo, no, other than Carlitos Gardel or a couple of Russian places -- great ethnic food requires a concentration of the recently-arrived, and WeHo is frankly too expensive for that.
You might consider going a bit further afield -- in Westwood, for example, is a huge Persian population with all the restaurants that go with (Javan, Shamshiri Grill, Attari Sandwich Shop, etc.) In West LA is a concentration of Japanese shops along Sawtelle Ave., or head east and south to LA's Koreatown, home of the largest group of Koreans outside Korea -- do a search on that because K-town has more great food per square mile than most of Los Angeles. Of particular note would be Park's BBQ (get the Kobe beef and Tokyo X pork) or YongSuSan for a North Korean set menu.
Also in West LA is a funky little hole-in-the-wall Oaxacan place called Monte Alban. It really is excellent.
We love this Argentine Steakhouse. It's been there forever. The steaks are wonderful, the cinmmichurri is perfect and you have to try the french frys with Garlic. They also have a nice selection of Argentine wines as well.

I went to Gardel's a few months ago. Nothing was terrible, but nothing was exceptional. The first glass of wine was off, the replacement was fine. I had the 14 oz ribeye, marinated in chimichurri for $36. The steak did not seem "marinated" rather just like it had some sauce on it. The sauce flavor had not permeated into the steak. Also the steak was on the tough side and not at all worth the price. They offered to replace the steak, which was nice of them, but I really didn't want to hang out any longer. The desert was good, but not a reason to go back.
