Does anyone know if and when this is taking place -- in January as usual, or later/not at all because of the Inauguration?

There will be a restaurant week this winter. RAMW will announce the dates sometime soon but they have asked restaurateurs no to reveal the date.

Insider info from an event planner at a restaurant that usually participates: "I do know that it will be after Valentine’s Day due to the Inauguration." Hope that helps! Now I can book travel in January and not be afraid that I'll miss it!
