I am looking for a NICE bar in the Baltimore area not a club, but a bar to sit down drink talk...Any ideas? Any places with a sort of Hip-Hop/RB vibe to it?

Sounds to me like you're looking for a chill bar to relax in.

Check out The Windup Space on North Avenue during weeknights. Usually that's a chill hipster bar.

The Explorers Lounge at The Harbor Court Hotel is also a great place to relax with a couple of mixed drinks and an atmosphere that encourages discussion.

Maybe Red Maple in Mount Vernon? Or the lower level of Mezze in Fells Point looked pretty cool when we were there for dinner when it first opened - I am not sure if you can do drinks only? While Ixia is a restaurant, it has a really nice bar too.
