Birthday dinner for 2 near Empire State Building

My cousin who is 24 would like to take his girlfriend to a birthday dinner near Empire St Building area (30s and 5ave). He is a bit short on cash so are there any good restaurants nearby that has good atmosphere and food? Any cuisine..thank you!
