annie51, I believe that mu shu is a northern Chinese dish, so you're likely to find it in restaurants in Toronto that specialize in northern cooking, such as Peking (Beijing) cuisine. For some reason, it's also commonly found in restaurants specializing in the southern cuisines of Sichuan (Szechuan) and/or Hunan province. It's not a Cantonese dish -- and the majority of Chinese restaurants in Toronto are Cantonese -- which is probably why you struck out.
Some Sichuan restaurants that come to mind downtown are Sichuan Garden on Spadina (a casual place where the food is excellent and seems to be authentic; I'm not sure if mu shu is on the menu), Spadina Garden on Dundas just west of Yonge, and Szechuan Szechuan in First Canadian Place (more upscale, and closed on weekends).
If you're willing to travel, I would recommend Peking Man at Sheppard and Leslie.
