New (wine) bar opening in SaMo near Sushi Roku

I think it's called Portula or so, does anyone know anything about this? I'm dying for a competent westside wine bar!
The place has a big sign in the window and an application for alcohol sales that says on site wine tasting and off premise sales as well.
