what is the best place to have salmon tartar anywhere in Manhattan or, if there is one, in Midtown? Modern at MOMA has excessive amounts of oil that overpowers salmon.

Your heading says tuna tartar while your body copy says salmon. Presuming you mean the former, Eleven Madison Park has a sensational tuna tartar on the a la carte lunch menu.
