I forgot to mention Crossroads Pub in Dayton MD (howard co) which has a covered area with picnic tables "outside"

although not outside, Obrycki's in downtown Baltimore is consistantly good
outside seating Kaufman's tavern in Gambrill's MD, The Crab Deck or Harris Crab house on Kent Island (just over the bay bridge) or Cantler's in Annapolis

I haven't been but the Sue Island Dock Bar in the Essex area has local crabs!

It is a ways from Baltimore, but a pretty good deal. Liberty Road Seafood and Steak, in Libertytown (near Frederick) offers All You Can Eat Blue Crabs with fries, cole slaw, hush puppies and a tomato based crab soup for $25 per person (Sunday, Tues-Thursday).

I have had them twice this year and the crabs were fresh, meaty and perfectly cooked, easy to eat.

I believe that the special only runs through the end of October.
