Define what you mean by "over the top"? What is your price range? How close does it have to be to Times Square? Any specific cuisine? Ambiance?
For example, Norma's is over the top (expensive, opulent, extravagant menu items like the $1000 omelet) but not particularly tasty or worth it in my experience. Especially since their coffee is terrible. Some upscale brunch places: Tocqueville, Telepan, Compass, David Burke & Donatella, Ouest, Perry St., Cafe Bouloud, BLT Market....

Acc. to their website, Tocqueville is no longer serving brunch. They've gone back to serving lunch on Saturday, as well as Monday - Friday.

Unfortunately NYC suffers from a dearth of high quality buffets in general, much less high quality (and affordable) brunch buffets. (The further you are from Times Square, the more your options increase, BTW. Many mediocre places in Times Square are surviving purely upon location and out of towners who haven't done any research at all.) IIRC there are a few midtown hotels with brunch buffets, but they tend to run pretty expensive. The only option I can think of off the bat that has gotten positive reviews on CH is the brunch buffet at Aquavit.
