Snappers in the Northeast are baby bluefish and yes, they are edible. If they are small (6 - 8'' or so) I'll scale, gut, remove heads and bread and fry them. They are quite tasty, not as strong a "fish" flavor as when they are adults. you just need to be careful of the small bones.
I'm sure others can think of more "houndy" presentations, but nothing says summer to me more than frying up some fresh caught snappers.
