The only L&O I've had in SoCal was at the much-dissed Sitton's NoHo Diner, on Magnolia just a few blocks east of the 5. The liver was overcooked just the way diner liver should be, the onions were tender, there was good bacon in there somewhere and the accompanying potatoes and gravy were better than Mom's. All this in spite of the fact that I almost had to slug the waitress standing right in front of me (for ten minutes!) to acknowledge my presence.
I've somehow missed it on Pann's menu, but have made the all-important mental note...

Don't know if the liver & onions are any good, but on my way out of this great Mexican place I had lunch at today there was a sandwich board and one of the listed specials was liver & onions w/jalapeno & rice & beans for $6.50.

Daily Grill used to make a great version of calves liver and onions. They also added bacon if you asked. Might be worth a call to one of their branches.
If you want the soul food version, Venni Mac's M&M Soul Food on Centinela just west of La Cienega makes a decent version.

I've never had it there, but my s.o. swears by the liver & onions at Musso & Frank.

It's funny but the only place in South OC I could ever find liver and onions was at IHOP (of all places). This dish does not appear to be very high on the list of American favorites (almost everyone I know can't believe I will eat it and less so that I actually like it). I just checked IHOP's website and it's not listed there, so I guess I was one of a small number who ordered it.
Don't want to dilute the OP's search, but would appreciate any ideas for South OC as well.

Pann's has it on their menu. I've never had it there, but I'm sure they do a good job.
