Okay- Super Cuca's on Micheltorena makes a burrito the size of a baby harp seal. Very good housemade salsas accompany. There is also a location on the Mesa.
As for biscuits- there's a dog bakery on State that makes a "biscuit." As for the Southern kind, I'm stumped but they probably exist somewhere in SB. Oh, wait..I just remembered Tupelo Junction- southernesque food, I believe. They do have a biscuit on the morning menu, but I've never had it so no testament about the flakiness from me, then:

I've had the Tupelo biscuits many times, and while delicious, they are less of a flaky biscuit, and more of a hearty-crumbly biscuit. Really tasty though, especially with their boysenberry preserves.
That said, I can't really help with the original question. I'm not a burrito guy and the only other biscuit I know in town is at Cajun Kitchen, which is slightly flaky, but not all that tasty.
