The best Chinese food is outside of Chinatown. Chinatown restaurants primarily serve either the local Cantonese and Vietnamese residents and tourists. Consequently, the only Sichuan/Yunnan food you'll find is at Z & Y, while the non-tourist Cantonese food takes the tastes, as well as the pocketbooks, of the locals in mind.

Hon's has a certain charm, maybe the charm of inertia, but I've never been particularly fond of their soups. The noodles are company-made (off-site), yes, but they are stingy with the wontons and not really as cheap as they might be from the looks of the place; consider that places like Kam Po Kitchen deliver more generous portions of a product just as tasty for a buck or two less. And what Hon's represents as "Shanghai Noodles" on their menu is a travesty, IMHO.

Hing Lung is definitely a treasure for congee (and freshly-made youtiao and "cows tongue" pastries).

Not quite in Chinatown, and not quite Sichuan food, but Henry's Hunan on Sansome is authentic Hunanese food (not so Brandy's Ho's or Hunan Home's, though the latter is not bad overall).

ABC and Washington Bakery are good for HK-style Cantonese small-plate cuisine. For full-menu Cantonese, there's Great Eastern, R&G, Utopia Cafe, and Gold Mountain, for starters. In general, restaurants in Chinatown do tend to be pretty authentic compared to what you'll find in some neighborhoods and other cities, though not necessarily good.

SF Chinatown's not the best place to go for Chinese food, but yes. There's better Sichuan outside of SF but Z&Y's pretty good. Some other good (non-Sichuan) places in the neighborhood:

Yes, although most of the good restaurants are essentially Cantonese. But you might want to try Z&Y for Sichuan.
