I think that Dan G. is right in the sense of nothing comparable to what American bars offer.
"Back in the day" I think the bar in the lobby of what is now Sutton Place, formerly the Four Seasons had hot and cold appetizers you could select but I think you were charged.
L'Azia had quite the deal going for drinks and their appetizers for awhile but rather than a "loss leader" my "impression" was that it was just a "loss" so they forgot about trying to attract the 4 to 6 crowd.
Sherlock Holmes usually has a daily drink special and puts out a complementary tray of food at 5:00 but it is nothing particularly impressive and more interesting to watch the "buzzards" descend and devour especially on a Friday.

That is the problem josephml1, finding a spot that meets those criteria.
I too would be interested in hearing recommendations.
What is the name of the spot around the corner from La-Shish and across the street from Famoso immediately east of the Earl's Tin Palace? Blue Suede, Brown Suede? Have only been there the one time waiting for take out from the Lebanese spot and the menu and atmosphere had possibilities. However, I think I may have been the first patron in at 4 or 5, so they are not apparently open during the earlier afternoon hours.

It is just called Suede. There's also places like 4th and Vine, and Tzin that, though not exactly what is being looked for, might fit the criteria. And Remedy. Maybe not though - I have no idea what their hours are. I don't generally spend my afternoons drinking! (well not too often...)

I'm not sure if the Alberta version of happy hour is what you are really looking for, it is just a cheap drink start to the evening in a nightclub. I don't know if it is as bad as it was a few years ago, when you could frequently see signs for 25 cent hi-balls before 10 pm, or women drink free for several hours, etc., but typically they aren't after work drink/appetizer events like I remember in the 80s when I lived in Toronto.
The new law referred to above is, according to those who wrote it, supposed to stop bars from selling very low-priced drinks to get people into their bar on a friday night, who basically go get tanked early on, then raise havoc on the street later.
