Never heard of anything in DC. I get mine filled at Sweetwater Tavern in Merrifield. Most are in the $10-$15 range, which I consider a pretty good deal.
Also, Shenandoah Brewing Co in Alexandria fills all growlers. They have a good selection of beers brewed on premises - or you can brew your own and fill the growlers.

The reason why you cannot get a growler filled in DC is because it must go through the distrubution system to be made available. That means a brewpub must fill growlers and then send them to a distributer to be sold back to the brewery to be sold to the public. No brewpub wants to deal with this so no growlers get sold in the District.
Virginia and Maryland allow a manufacturer to sell growlers direct so those States are your best bet. -

If you're having trouble finding a place, that probably means there's a local law that prohibits it. I don't know about DC proper, but I know that Sweetwater in Fairfax (Rt 50 & Gallows Rd) sells and fills growlers. Dogfish Head Ale House down the road in Falls Church doesn't, because the law requires that in order to sell by the bucket they must brew on site, and they don't. That's the kind of stuff you'll be fighting.
