Well, I've temporarily sworn off fried chicken, so I can't honestly vouch for it these days, but this time last year I thought Skinner's was pretty good, for the price. I'm not sure I'd drive across town for it, but if you're in the neighborhood and you don't mind dining in a dive with a 20 minute wait, Skinner's is the place for you. They have a small patio, too, which is nice this time of year.
