Shanghai cong you ban mian (green onion tossed noodles)

There was a discussion of this dish at a restaurant in New York (Outer Boroughs board) and I linked to Cecilia Chiang's recipe; I'm posting it here to keep any further discussion of the recipe on topic. It's simple and good, even without the dried shrimp:
