I just came back from a great trip to NYC. They have these great halal carts all over the city. My fav is this one - http://www.53rdand6th.com

Does anyone know of a place in the Bay Area the serves similar food - chicken or beef/lamb and rice with this mayo-like or spicy sauce.

Try Goood Frikin' Chicken.

That restaurant you link to is a gyros place, and the owner's from Bangladesh:

I'm a Sammy's fan (but then I'm more of a Queens kind of guy than a Manhattan kind of guy). You won't find it served from trucks here, but you might get a few sit-down place leads from this recent thread:

I am not sure if they have this anymore but one weekend a year or so ago I went into one of the Halal stores on the west side of San Pablo at University in Berkeley. They had a table with a chaffing dish with large thighs and legs and rice, serve yourself. I took a carryout dish, filled it with rice and one large combo piece. At the register I was told it was $5 and that I was entitled to a second piece. Chicken was very good and also spicy but no side sauce.

That's Indus Foods. The Pakistani buffet is at lunch only, changes daily, but Indus Village, their restaurant just down the block, serves a full menu of similar food from 11:30 until 9:00 or later at slightly higher prices.

That is probably it but there are 2 Halal markets on that block.
Halal Food Market, 1964 San Pablo Ave.
Indus Foods, 1920 San Pablo Ave.
Indus food is adjacent to the restaurant as they share a unisex bathroom, which I would rate 1 of 4.
