Poulet at Greenspring Station. Our friend's daughter has a major peanut allergy and the Poulet owner has family member in the same boat so (I believe and you should check) their ice cream is free of nuts and the like.

Tenzo is a bakery/pastry shop on S Charles St in Federal Hill they specialize in wheat/dairy/gluten free and can work around your needs.

If milk is the issue, there are a number of bakeries and restaurants in the Pikesville area that never use any dairy.

Any competent chef should. It part of food safety & health code for cross contamination.
