I'd also second Ottomanelli's as just a very good, reasonably priced restaurant. If you are looking for a great "fancy pants burger" (as Ed Levine calls them), Cafe D'alsace is really awesome. I love medium rare burgers, but I've found sometimes in the city ordering medium rare gets you a bloody slab of uncooked cow on a bun - so I ordered medium. Well I got a medium rare burger when I ordered medium, and I was thankful ;) The burger was really delicious (I got the Maxi because I was starving) - you can get a free pickle on the side. The fries are very fresh, crisp and pleasant - and gotta love the bottled soft drinks. On top of that it's quite affordable. If you got a midi (5oz) and fries it'd only come to $6.50. That's cheaper than burger king or mcdonalds is in the UES. But not amazing by any means. It's great for the kind of place it is - which is ordering at the counter and then bringing your food to a seat type of place. I guess my biggest gripe was that I asked for medium and got well done, and it didn't have much flavor. the bun was great, and the garlicky butter that they dollop on it really added a nice flavor to the whole burger.
