The only place you are going to get anything alcoholic (with the exception of beer and some wines) is at the LCBO. They should have hazlenut liqueur at a larger store, and if they don't they will always order it for you.

I just did a search for "hazelnut" on lcbo.ca site and came up with one hit for liqueur - Kahlua Hazelnut. The search function also shows you which stores carry it.

If it's Kahlua, it's probably coffee/hazelnut flavor, not just hazelnut. Not that that's a bad thing, just probably not what you're looking for. :)

Frangelico is a widely available hazelnut liqueur. Any reasonabley stocked LCBO should have it.
