Crystal Jade Group has a chain of moderately-priced & very good Cantonese & Shanghainese restaurants throughout Singapore. You can try Crystal Jade Seafood Kitchen at 2 Lorong Mambong, Holland Village, for authentic Cantonese seafood dishes, supplemented by a good range of dim sum.
For good European cuisine which are priced around your price range, explore the row of restaurants at Jalan Merah Saga, Chip Bee Gardens (it's also very near Holland Village). Some of the better options there are Au Petit Salut (bistro-style French), Original Sin (very good vegetarian-Mediterranean food), Da Paolo (Italian), etc.
Cafe de Amigo (Funan Centre) offers good moderately-priced French food. Their apple galette is nice.
If you want to try hawker food in a hotel setting, go to Raffles Hotel's Empire Cafe; Swissotel's Kopi Tiam; or Meritus Mandarin's Chatterbox.
