I don't have the authority to say whether they're the best, but I've found that the crepes by Madeline, the crepe lady at Cybercafe (49th Street and 8th, I think) are excellent. They are buttery, and crispy, but very light. No sogginess or limpness, and no fillings are needed.

She is on my list of "in case I am in the neighborhood". I also heard from a friend who just returned that they ate at Bar Breton three times in one week, once for breakfast, once for lunch and once for dinner. They loved it; different texture and kind of crepe but equally delicious.
