How are the dosas at Swagat (PDX)
I'll answer my own question. I went to Swagat tonight and my girlfriend and I were pretty unimpressed by the food. The chutneys had weird colours that reminded me of food colouring and were all bland, just like everything else we ordered. The pakoras had the strangest breading I've ever seen on a pakora. It was like they were breaded with white flour instead of chickpea flour. The naan tasted stale. Our aloo saag was pretty good, but again not very flavourful. I've never had a dosa before but it was my favourite dish of the evening. A crispy shell wrapped around curried potatoes and peas. Maybe I'm spoiled after having lived in London and Vancouver but I'm not impressed with any of the Indian food I've had in Seattle or Portland.

Swagat is an OK buffet and thats about it. Abaruchi in Beaverton has a much better buffet in my opinion.
If you want to try really nice Indian food try Plainfield's Mayur. They also have a wondeful wine list with lots of vintage choices and they do a half-off on a selected wine list on mondays.
