For those who don't know, as I didn't, the society for ethical culture is at 2 W 64th St, at CPW.
You could get a delicious sandwich or pizzas at Grandaisy Bakery (W72nd at Amsterdam/Bway), and there are stools where you could sit. La Bonne Soupe is probably at the outer edge of both your price and geographical constraints. There's also the Burger Joint at the Parker Meridien Hotel.

Compass for new American isn't too far away (70th and Amsterdam, I think). Neither is Pasha for Turkish (71st between Columbus and Central Park West). If you don't mind a bit more of a hike, try Dovetail, also for New American (77th / Columbus).
There are actually a LOT of restaurants around that area if you're willing to walk 10-15 blocks in any direction. Let us know your tolerance for walking and what cuisines you'd prefer.

$15 / person is going to make things much, much more difficult within a 10 block radius, esp. when you take into account recent rent hikes in the area that put many lower-grossing restaurants out of business.
Off the top of my head, I can think of Europan and a few similar cafe/deli type places near 66th and Columbus.
You may also consider self catering at the hot bars, downstairs in Whole Foods at Columbus Circle in the Time Warner building.

a lot hinges on your price point and ability/willingness to walk a little, if the former is on the high side, you could do worsee than the old school french at la boite en bois (68th and columbus). rosa mexicano at 62nd st. and columbus is kind of a zoo, but makes good drinks and serviceable meals (good tableside guacamole). immediately off CPW is kind of a dead zone, but broadway/columbus has a goodly number of decent, if unspectacular choices....
