Union Square Luncheon for 20 to 30?

We're looking for a venue for a retirement luncheon for between 20 and 30 people on a Tuesday in May. Ideally, it will be close to the Hilton (where we'll be for a conference) and be priced at around $20 per person or less. I'd appreciate any and all suggestions; type of food is not really important (as long as it's good!). Thanks in advance.
Cafe Bastille in Belden Place might fit the bill... They have a downstairs room that might be just right for a party the size of yours. They do pri fixe so you might get your price point met.... but maybe not. I don't wanna sound like a city snob, but.... maybe 20 bucks would do a lunch in Ohio.... you will be pressed to manage that in downtown SF anywhere that isn't just a cafe...
Thanks; I'll contact them. I'll also see if folks are willing to pay a bit more, although the attendees are government employees receiving only $64 per day for food for SF. Would you mind giving an estimate of what you think it might cost per person for a decent lunch near Union Square? And any additional recommendations will be appreciated as well.
We recently had a group lunch at a place called Daily Grill on Geary. It is a chain and I was not the least bit excited about it, but we were all pleasantly surprised at the food. Not fabulous, but good. They would probably to handle a group as large as yours as well. As someone else mentioned, the price point is going to prove a bit of a challenge near Union Square.
