You could try Branzino, on 17th St. just north of Spruce. We have been at large group dinners there and it was always excellent. I doubt that they would give you that much space on a weekend evening, but anything is possible.
If you can travel to South Philly, Tre Scalini, on Passyunk near Broad, has upstairs seating for large groups. Actually, our experience has been better upstairs than on the ground floor, where the noise level can be a problem.
They definitely could accommodate a group of 18, and their food is topnotch.
If you want to try Chinese, Lee How Fook has a back room for large parties. It's on 11th Street, north of Race - always very good.

A good bet would be Chinatown or Little Italy -- many restaurants have a room upstairs you can take over.

this is always an enormous challenge. i would call larger BYOs. for some, 20 tables is half of the restuarant.

Assuming you mean Philadelphia, you might want to specify neighborhoods, a price range, and cuisines that would work for your group. Also night of the week could determine who would be willing to accommodate you.
