Best Phx area steaks

I would like to ask the SW Chowhounds where in the greater Phx area can I find the best steak. I am mostly concerned with the quality of the steak itself, but atmosphere, appetizers and sides, service also play into the choice to some extent. I would like to go to a non-chain place, although I have enjoyed Ruth's Chris and Morton's very much in the past. I really only eat at true "steakhouses" once ever few years so I'd like to get the best the area has to offer. I will likely be staying at 4-Seasons but have a vehicle. Price is not a concern; I just want the best. Any help from the Hounds is greatly appreciated.

Capital Grille is great. I've had great steaks at the Grill At the TPC Fairmont, which if you are staying at The Four Seasons up at Troon, isn't too far from you.

If you are at the 4 seasons, then you should try Mastro's. Most really like it, many think it is the best steak house in the Valley. Not too far from you.

I have enjoyed Capital Grill, both at the Biltmore and the one in Scottsdale.
