Yes, it exists. One place I know of is Les Croissant on the corner of California and Drumm (across from the Hyatt Regency). They also sell banh mi these days.
Another place is Tea Garden on Mission near First, although I haven't tried it there.

Tea Garden is okay. The tapioca balls were a little too mushy for me and I don't think I had the milk tea so I can't comment on the tea.
They also serve it at Ming's Coffee Shop. I haven't had it either but it's basically a whole in the wall that serves Americanized Chinese food.
