Hole Mole is just such a place. $6 or so for 2 fish tacos, rice, beans, chips and a large soda. Great hot salsa.

i'll definitely second taco loco ... but beg to differ about what to order: it's the tacos man! and be sure to ask for the freshly made ones. great meat, great masa ...what more do you need.
and while i recognize the popularity of le creperie, after eating there a couple of times, i have to admit that i am totally befuddled by it. it's a fun enough place, but the food was, shall we say, undistinguished.

There's a Supermex downtown and also in Belmont Shore
There's a Rubio's in Belmont Shore, can't get much cheaper than that. I never think of Belmont Shore as cheap eats for some reason but I'm sure they're there. The triple threat Middle Eastern restaurants are pretty good... Open Sesame, etc.
If you can get up to Anaheim there's a few Thai restaurants... Long Beach Thai at the corner of Anaheim and Redondo (next to McD's) was not too bad.
