Whole Foods stores all used to have bulk spices, but I've noticed that most of their newer stores don't carry them; I've been to their Palo Alto store but I don't recall if they have them. If you're further north, I'm pretty sure the Whole Foods in San Mateo has bulk spices, and I'm guessing the Piazza's in San Mateo does too. There's also a health food store in Palo Alto on California St. (Sunshine? Sunfood? Somehound will know) that has bulk spices, but don't buy anything else there unless you have a trust fund.
