I'm not aware of any restaurants in that 3 town area that could be referred to as "fine dining". However, it is within driving distance of Knoxville. Also, there was a nice restaurant nearby in Wear Valley but now moved to Maryville, still driving distance, Foothills Milling. http://foothillsmillingcompany.com/
You may also try searching the B&B's in Gatlinburg. A couple have limited dinner menus.

Puleos (sp?) on the Sevierville side of Knoxville has always been really good. Its the Strawberry Plains exit off of I-40.

In pigeon forge I recommend BullFish...it was delightful each time I have been there. I love the shrimp and grits...and also the fried green tomatoes!YUM.

In Gatlinburg I think Park Grill is romantic for desserts...not crazy about the food but it isn't horrible. The trout is good.
