I haven't been there for happy hour, but I have been there and the tacos are great! I copied this from their website, Happy Hour Daily 4-8 PM!

Tomaso's at Casa Paloma (Ray/56th) has an excellent happy hour 4-7 p.m. Mon-Fri. Glasses of wine from the owner's vineyard in Italy are $5 and very good. Appetizers are about $5-6; my faves include the heaping bowl of mussels, the calamari fra diavolo, beef carpaccio or the antipasto plate.
98 South in downtown Chandler and 56 East, also at Casa Paloma, have happy hour until 6:30 p.m. and serve a full menu of martinis for $5 and half-off appetizers. The food's better than typical bar food -- good calamari, OK crab cakes, and a very good marinated skirt steak.

I have to amend my earlier post. I recently went to Tomaso's after a few-month hiatus and it was terrible. The mussels tasted fishy and the carpaccio had no flavor. I was alone and there were only a couple other people at the bar, but the bartender acted like she'd rather gnaw off her arm than look in my direction except for the bar necessities of service. It was about 6 p.m., so still early, but there were only two other tables of people in the dining room. This place has seriously gone downhill.
We've been to this Tomaso's location twice in the years we lived ehre now(7 now). It's been at least three since our last visit. Both times the service was terrible. The first time we actually walked out after being ignored for over 15 minutes but the manager chased us down and asked us to come back and try again. The service was still terrible when you'd think at that point they'd make an extra effort. Friends took us again and service was again horrible.
We swore to never set foot in again. I can't even remember if the food was any good as both times the service stuck out as being so bad.
We don't really do many happy hours but every once in a while I'll meet a girlfriend at 56 east. The food does nothing for me here but the $5 wine options are good(if they still do this...I haven't been since last summer) and the cheese plate is a decent nibble...
