A chef's table is usually a table in the actual kitchen of a restaurant, where the chef will specially prepare a prix fixe, multiple course, degustation meal for the entire table. Obviously, this comes at a hefty price, but is well worth it at some places. The only notable, worthwhile places (notice I said worthwhile) which provide a chef's table in L.A. are Rockenwagner and Patina, and must be booked in advance. It's a shame that only a few top notch restaurants in L.A. provide a chefs table, but that is the fact of the matter.
