It's not quite a full-fledged restaurant, but Cafe Boriquena in Alhambra is very pleasant, and the only remotely Puerto Rican place in the area. There was, at least last year, a nominally Mexican restaurant on Washington near Allen in Altadena that would make Puerto Rican dishes with a couple of days notice, but I never had the patience to try it for myself.
