You can try Straits Kitchen at Grand Hyatt. The buffet specialize on Singapore's local food. Price is about S$50 (=US$35) per head.

For both, but I think dinner is more expensive. The buffet is good if you want to experience the many varieties of local food in an air-conditioned environment in one shot. However, for "real local" experience, most would agree that you would have to visit a local hawker center. It is much cheaper but on the other hand, you may only get to try 2-3 dishes since they are served in full plates rather than the varieties available on the buffet.
Another hotel you may consider is Meritus Mandarin. I don't think they serve buffet but they are really famous for Hainanese Chicken Rice, which has consistently been ranked as one of the most favorite dishes for Singaporeans. The one served in Meritus Mandarin is very expensive compared to the hawker center but nevertheless is very popular and well known. It is the only local dish that I would pay in a hotel environment.-

Fullerton is very good also probably #2.
sentosa resort has an excellent one too ...there's buffets everywhere. Akira is a japanese resto that has an awesome buffet too. it's more of an all you can order.
high tea at the ritz is nice and is a buffet all you can drink / eat.
