Sokol --although it seems touristy, it is filled with locals too and has good regional food and wine. Many of the other fancier restaurants had bad/mediocre food.

We just returned from a 2 week trip through Friuli and Slovenia. With rave reviews of Sokol in hand - including one just out in the NY times - we were delighted to find it just down the block from where we were staying. I had a feeling while waiting to be seated that it was not going to be that good - it reminded me a theme restaurant in the US- but kept trusting the reviews. The blaring US rock and roll was a tip off - being put in American Siberia with one particularly loud table should have sent us for the door. We stayed for the mediocre food and not insubstantial bill. Give it a pass. We only had one meal in Ljubljana so I cannot tell you where else to go but it was the only real disappointment in an otherwise fabulous trip. If you head up to Lake Bled- and you should - we had a great meal in a town several kilometers south at Gostilna Lectar in Radovljica . Real atmosphere and wonderful food and wine. Enjoy Slovenia!

Pri Lojzetu is an excellent restaurant near Vipava, it means taking a trip out of town but so well worth it. www.prilojzetu.com for directions etc.
