You could do a Chinese banquet (set menu) at a place like 888 or Ocean Star in SGV; if you have to stick to the downtown area, maybe consider Empress Pavilion in Chinatown.
Also, I know McCormick's in downtown LA will accommodate large parties by reserving a part, or an entire section, of the restaurant. Same is true for Tesoro in downtown. Both should fit your budget.

Not sure if SOCIAL can go as high as 300, but worth inquiring. If so I imagine your $20K plus booze sales would be more than enough to close the joint for a night.
