You are probably not going to find the "authentic" Kobe beef in Portland. At a Japanese price of 100-150$ per lb I would be taken a back if there was a restaurant serving up a burger that cost $80. I have had cuts of American style Kobe and that seems to be available at many local restaurants.
Wagyu translates to Cattle and Kobe is the region that it comes from. Hurley does serve a KobeStyle burger I believe some slathering of Foie Gras
