Source for 'soft wheat' flour in Westchester?

From what I've been reading, the best flour for biscuits is 'soft wheat' flour.

Has anyone ever seen this anywhere in Westchester, outside of Whole Foods?

    They have Heckers unbleached soft pastry at Balduccis

      Soft Wheat is used to make Pastry or Cake flour. King Arthur Pastry flour would be perfect.
