Roof/terrace/great view of Manhattan dining?

The most important aspect is the food. I don't want to spend $$$$ on just a view or ambiance. I want an experience! That means food has to be just as spectacular if not better than the view. I'd rather dine in Manhattan (doesn't really matter which neighborhood) because the day I want to do this, I have other things planned. I don't care if it's touristy or pricey or fully booked for a while, I can deal with all that. So basically anyone know where I can get excellent sustenance with an awesome view? If anyone could recommend an al fresco, roof top restaurant that would be best.

    1. I actually like Cafe Gray in Time Warner Center pretty well, though I think it has an anti-fan club on this board. Terrace in the Sky, up at Columbia, has great views and decent high-end food. Sushi Samba 7 has al fresca dining and many people love the food (I don't happen to ... but the cocktails are good). Possibly, it's too low an altitude for a truly tremendous view of Manhattan, though, at just 2-3 stories up.
