If happy hour counts then PJ Clark at the World Financial Center (only this branch, not the one in Midtown) has happy hour special Mon - Fri 4 - 7 pm with $1 oyster and 50cents for oyster of the day. I wouldn't say it is top notch quality but it is decent and at this price point it is an absolute bargain!

the essex house has $1 oyster for happy hour on Thursdays I believe. I am too lazy right now to google it. But they are good and 1/2 price drinks. Yummy!

Fish on Bleeker has a special (seems like at all times): $8 gets you 6 blue points or clams (little neck or cherrystone) + a glass of wine or beer. It's a great deal. The rest of the food is eh, but this special I enjoy often. Atmosphere is Montauk-y.

all of their raw oysters are around a buck and various soup, barfood etc. they have a whole seperate and fairly extensive happy hour menu. beer too of course.
best raw bar bargain in the city -- if you dont mind the bland chain setting.
another very interesting thing is that after the traditional happy hours are over it repeats again at 10pm.
that and FISH are my raw bar happy hour go to's re price and good quality.

yeah, the oyster special for $8, inc a drink, is good value! i've always had decent quality oysters, and there's freshly grated horseradish amongst the several condiments, which, for me, is a good thing! i usually get a glass of the white wine, which is whatever the house wine they are pouring is - unfortunately usually a fairly big chardonnay.
