Where to gather for low key b-day?

It is my friends 30th and she wants to have a casual get together with food and drinks for about 10-15 people. Maybe a place with small plates/tapas as she wants to keep it inexpensive for her friends.

West Village, SOHO, Chelsea area. Any ideas?

Pipa is a favorite of mine. The food is so tasty and the vibe is fun/birthday-like (and the menu is tons of small plates).
