A bit too late for the OP, but I always pass this place on Cactus Ave & 19th called "That's a hot dog!". Always wonder if it lives up to its name. I searched online, and can't find a peep about the place.

My favorite is the Mexican hot dog cart that springs up nightly on the southwest corner of Indian School and 20th Street. It's a monument of excess, with a dog wrapped in bacon, topped with mayo, onion, tomato, mushrooms, two cheeses, salsa, and thin guacamole. So bad for you... but oh so good!
For "normal" hot dogs I enjoy the ones at Ted's Hot Dogs on Broadway and McClintock in Tempe (the place has been open for decades) and also at Welcome Diner on 10th Street and Roosevelt. Both have their own separate charms. Ted's gets their dogs shipped in from New York, Welcome Diner gets theirs locally from Schreiner's Sausage (who makes hot dogs themselves but Welcome Diner does better with them).

As for the existing Welcome Diner, I love the hot dog. It's deep-fried then split and finished on the grill. My g/f loves the burgers and I think their fries are the best basic russets in the Valley.
That being said, they are closed for a remodel at the moment according to Winedubar and there's a possibility the menu will be tinkered with, so who knows what will happen after they reopen in the fall.
