You have to buy it from whoever owns the rights to it. That would likely be the photographer or the publication for whom the photographer works. Could be someone else.
Where did you find this photo? Is there a photographer's name under it in a newspaper or magazine?
If you are going to print out one copy for yourself, strictly for non-commercial use, you can probably be OK printing it out on a good quality laser printer on photo paper at home. You won't be able to get anything close to the quality that you can get if you purchase it from the photographer.
