birthday dinner recs

I am taking a close friend out for her birthday thursday night. I'm looking to spend around$100 for the two of us, including a bottle of wine, OK maybe a little bit more. I am considering all types of cuisine. My perfect place would be laid back but but still have a festive atmosphere. Somewhere below 14th street would be great too.
Here are some of my ideas: Tree, Frankie's Spuntino, August, Pearl Oyster (do you think we could have lobster rolls and fall within the price range?), Kampuchea, and Dieci (it's on my block).
What do you guys think? I welcome all comments and other ideas.

      Check out August's menu - it can sometimes look limited... varies within local to wild game options. It's very good, though, and I love the back garden. I don't know Tree.

        I think August would be great for the occasion. Haven't been to Tree, so can't comment.
