Friends have recommended Gasthaus in Webber City Virginia, just across the state line. Reservations are a must, but they say it's worth the planning.

Cafe Pacific/ Pacific Grill / any alternates on the Pacific name, all owned by the same family.
Harmony Grocery used to be awesome, not sure if it's still open...Galloways used to be really good (Johnson City), but it's been years since I've been.
Troutdale in Bristol is great also...has a fun and funky vibe, but still upscale.
I think there were some new upscale places opening in the downtown area, but I'll have to get back to you on that.
